Purpose of the Report

The document to which I refer for the purpose of determining the goals for counselling which were agreed upon by the Dorion Bible Camp Board and Richard Pepper is entitled TERMS OF LEAVE OF ABSENCE FOR RICHARD PEPPER - AGREED TO IN PRINCIPLE AS OF JUNE 8, 2003. The document was slightly amended and finally signed in late June, 2003 by Howard McLeod, who represented the Canadian Sunday School Mission, and by Richard Pepper.

There are two specific references to counselling in that document. The first is to an assessment by Mr. Glen Taylor M. Th, M.Ed. at the Missionary Health Institute and the second reference to counselling is in reference to a Thunder Bay Christian Counsellor who is to use Mr. Taylor's report in his ongoing work with Richard. The counselling is to "continue on an ongoing basis until such time as the Counsellor feels that it is no longer necessary."

In the interview with the Chair of the Dorion Bible Camp Board and a member of the Board, when asked what their Counselling Objectives would be, their mandate included the following.
In paraphrased form they are:
1. To assist Mr. Pepper with his health issues (as per the agreement of leave for health reasons).
2. To facilitate the restoration of relationships between Mr. Pepper and his fellow workers at Dorion Bible Camp.
[Note that the doctor was indeed given the mandate by the board to act as a mediator, whether explicitly called that or not. Thus in meetings with my coworkers and me, he was acting with the authority of the board. He was in charge, not the higher-ranking camp employee. If I had refused to co-operate with him, it would have correctly have been interpreted as resisting the board's authority. This applies equally to any other individual involved. The report indicates that my coworkers saw our crisis as entirely my fault. I speculate therefore that they were unhappy that the doctor saw things otherwise and were not interested in having a mediator who did not share their interpretation of the events.]
The commitment made by Dorion Bible Camp as described in the document named above is that "every possible effort will be made to have Richard [return to work] at Dorion Bible Camp" (page 3) and the purpose of the Counselling is one way in which Dorion Bible Camp is meeting this commitment.

The purpose of this report is to "reflect ... only that information related to Mr. Pepper's progress on his ability to return to work and the performance of his duties as Program Director." Therefore this report "outlines that information which Dorion Bible Camp requires ... to assess Mr. Pepper's fitness to return to work." (page 3)
